Mr. Plata has worked in the public sector as Advisor to the Head of the Antitrust Authority in energy matters and as the Director of the Competition Advocacy Group. He was appointed as Deputy Superintendent of Energy and Gas at the Superintendence of Public Utilities where he led the enforcement authority and participated in the rule-making process of regulation as a Member for the Colombian Energy Regulatory Commission.
In the private sector, Mr. Plata has been a Consultant to the Inter-american Development Bank (IDB) on energy market reform. He has also worked at well-known law firms such as Brigard & Urrutia, Ibarra Abogados and Cavelier Abogados in areas related to antitrust and international law.
Mr. Plata has academic experience in three major universities in Colombia: Universidad Javeriana, Universidad Externado y Universidad Sergio Arboleda. He gives lectures to undergraduate and posgraduate students on antitrust in the energy market, energy regulation enforcement, market regulation and microeconomics.
